Director

Carl Simms is a Director in the Expert Services practice, based in London. Carl leverages over 20 years of experience in the construction and engineering sectors.

He is a legally qualified quantity surveyor, an expert witness in quantum matters, a certified independent expert determiner and an accredited mediator.

Prior to joining Kroll, Carl served as an Associate Director at Diales and previously held multiple positions, including Director at HKA.

Carl’s project experience spans a wide range of sectors, including building, industrial, infrastructure, marine and gas and power projects. His expertise covers commercial, residential and educational buildings, mining, process plants, rail infrastructure, rolling stock, signalling, highways, pipelines, compressor stations, offshore wind farms, dredging, land reclamation and harbours. He has dealt with both contentious and non-contentious issues under standard and bespoke forms of contract.

Carl holds a B.Sc. (Hons) in quantity surveying, an LLB (Hons) in law and an advanced professional award in expert witness evidence. He is also a Fellow of the Chartered Institute of Arbitrators and Prime Dispute as well as a member of the Society of Construction Law and the Adjudication Society.
